By default, IBM Cognos 8 installs and uses Tomcat as the default application server, however other servers are also supported:

Sun Java Systems Application Server (for Windows, Linux, and Solaris operating systems only)

The application server (Tomcat for instance) acts as a servlet container for Cognos 8 presentation services.
